Job Summary The Security Manager - Asia is the lead person within the Asia region (excluding Australia) with overall responsibility to manage a security program designed to protect ConocoPhillips’ people, assets, operations, and information in the region. This position oversees all aspects relating to security, providing oversight and support to Asia based Business Unit (BU) security points of contact and BU leadership located in: China, Malaysia, Singapore, Japan, and other countries as designated.

This role also serves as the primary security threat analyst for the entire Asia Pacific (AP) region, including support to the Australia BU, in coordination with the Global Security Threat Program, providing security intelligence analysis and support for the region. Job Description

This position is based in Singapore and reports to the Singapore country manager, with functional reporting to the Chief Security Officer (CSO). Additional functional reporting lines may be assigned at the discretion of the CSO.

Security Management responsibilities include, but are not limited to:

At the direction of the CSO and BU management, to perform and/or coordinate the following tasks/services:

  • Security Program Administration: Manages and administers the security programs and strategies for BU in China, Malaysia, Singapore & Japan.
  • Risk and Threat Assessment: Conducts Security Risk Assessments (SRA’s) and Threat Assessments in-line with corporate standards and procedures.
  • Regulatory and Policy Compliance: Coordinates with BU’s and functions for compliance with local security regulatory requirements and company security policies, including the Global Security Management System (SMS) ensuring the protection of personnel, assets, operations, and information. Conducts security program reviews and audits.
  • Security Plans: Develop and implement security plans for identified risk exposures and execute mitigations in an efficient cost-effective manner for company facilities. Identify methods for the protection of company personnel, assets, information, and operations. Develop, review, update and approve company security contingency plans, local security procedures, and security plans for specific projects as required.
  • Security Advisor: Act as an advisor to company management for all security matters involving the protection of Company personnel, assets, information, and operations. Travel on a periodic basis to all BU locations to assist and review business security processes.
  • Security Contract Administrator: Develop scopes of work and may act as primary contract administrator for company security contracts with third party security vendors.
  • Security Incident Reporting: Utilize corporate and regional standards and procedures for reporting of all security issues and incidents that may affect the company.
  • Investigation Services: Conduct (or assist other company personnel in conducting) investigations of sensitive matters involving the company, including accidents, alleged or suspected improprieties and violations of the company’s Code of Ethics. Interview witnesses, takes witness statements, conducts background checks, prepares written investigation reports and gives oral investigative briefings.
  • Litigation Support Services: Provide investigative assistance to the Legal Department including locating and interviewing witnesses and developing background information on subjects involved in litigation.
  • Security Training and Awareness Programs: Conduct or arrange for formal educational presentations on security-related topics, including, but not limited to: Personal Security Protection, Workplace Violence, Armed Intruder, Bomb Threat Response and Procedures, International Travel Security, Protection of Company Information, and Doing the Right Thing – Business Ethics Conduct Guide.
  • Professional Organizations: Maintain membership and participate in professional law enforcement and private sector security organizations.
  • External Engagement and Liaison: Maintain liaison with government law enforcement and security agencies, private sector security companies and security departments from other companies within the energy industry. Attend briefings conducted by government agencies regarding threat issues involving the energy industry sections.
  • Corporate Security Support: Provides support as needed for ConocoPhillips Global Security, ConocoPhillips Corporate Audits, ConocoPhillips Global Compliance and Ethics, and other corporate departments.
  • Security Systems and Tools: Assists BU sites with the implementation of physical and technical security systems and tools. Such as access control systems, security cameras, badging systems, etc.
  • Security Electronic RMS Administrator: Acts as the system administrator for the security records management system. Including establishing and maintaining user ID’s and access privileges, performing forms modifications, assessing functionality alignment with business goals, compiling and extracting activity reports.
Security Intelligence Analyst responsibilities include, but is not limited to:
  • Works in coordination with the Global Security Threat Program to provide regular regional security analysis information and intelligence of relevance to the business.
  • Collect, analyze, and assess security information and intelligence from varied sources and assess its relevance to ConocoPhillips people, assets, operation, reputation, and information.
  • Produce intelligence reports and provide written and oral briefings (formal and informal) to regional business managers and leadership.
  • Liaise and collaborate with intelligence unit colleagues.
  • Periodically meet with BU leadership and managers to understand their security intelligence requirements.
Basic requirements:
  • Legally authorized to work in Singapore.
  • 7+ years of commercial security, with a police or military background.
  • Working knowledge of:
    • Country, federal and state law enforcement and government safety and security agencies
    • Processes for mitigating security risks and threats
    • State and federal security regulatory requirements
  • Ability to travel frequently within BU operational locations and AP region.
  • Capable of producing high-quality written reports and security briefs and proficient in MS Word, Excel, and PowerPoint.
Preferred:
  • University degree with a preference in Security and/or Security Programs.

  • Possesses recognized security management certifications and qualifications.
  • Experience in information and intelligence assessment, analysis, and dissemination.
  • Experience working in a commercial oil & gas environment.
  • Ability to align security issues with business objectives.
  • Ability to build positive relationships across BU and organizations.
